In this project, the following work items have been carried out and completed: On the “establishing and maintaining two southern environmental response teams (ERT)”, two teams have been setup in Kaohsiung and Tainan. Each team has twelve members and at least three members are on duty at any time to provide incident response, monitoring, sampling and analysis, and recovery work. On the site visit of operating facilities: the team has visited 59 operating facilities in which 10 were in Kaohsiung county, 12 were in Kaohsiung city, 3 were in Pington county, 28 were in Tainan county, 6 were in Tainan city. The number of visit has met the requirement of 50 facilities. On the unnoticed testing of the operating facilities; the Tainan team has completed 20 tests while Kaohsiung team has completed 16 tests, which has met the requirement of a total of 36 tests. For the joint drill, 8 drills have been held to date while 3 more drill will be done in December. The team also participated in 5 table top drills. The team helped the local environmental bureau to inspect the ER plan for 153 toxic facilities which has met the contract requirement. The team also provided 8 workshops on promoting awareness of toxic substance control acts, 2 in Tainan city, 2 in Tainan County, 1 in Kaohsiung City, 2 in Kaohsiung County, 1 in Pington County. The team also performed necessary maintenance for local environmental bureaus on their emergency response equipment. On the 24 hours response work and drill, a total of 14 on-scene response services were provided to date. Among these incident response, there were 4 in Kaohsiung county,one in Kaohsiung city, 4 in Tainan county, 4 in Pington county, and one in Tainan city. 75% of the responses were arrived within one hour. The training of ERT members are completed according to the planning of EPA. A total of 36 hours training has been done, including 9 hours of general concept courses, 27 hours of practical operation. These training will improve the response capabilities of the team members such that the affected incident area can be reduced and loss can be minimized. On the workshop for national mobilization and joint response training, two workshops have been held on June 24 and October 28 for national mobilization workshop, and two workshops have been held on June 25 and October 29 for joint response training. On the establishing and maintaining joint response teams from operating facilities, two teams have been organized. The Tainan team members comprised staffs from TSMC Fab 14 and Fab 6, UMC, CMO, Hans-Star, Epi-star, and Nanpao Resin Chemical Co. The Kaohsiung team members comprised of staffs from Eternal Chemicals, Hui-Yu Transport Co., and Jin-De Gas Co. The joint response team also participated the ERT training and will be an important task force for providing aids to facilities with insufficient capabilities.
